Qadha of Sunnah Salaat


Is a person required to make Qadha for his missed Sunnah Salaat? If not, what is the meaning of the Ibaarat in Fataawa Hindiyyah Vol. 1 Pg. 121? 

A person is not required to make Qadhā of his missed Sunnah Salāh. (Kitaabun Nawaazil Vol. 4 Pg. 531) 

The meaning of the following ‘Ibārah mentioned in Fatāwa Hindiyyah:
والقضاء فَرض فَي اَلفرض وَواجب فَي اَلواجب وََسنة فَي اَلسنة 

4 Rakaats immediately after Zawaal


What is the status of performing 4 Rakaats immediately after Zawaal? this is not referring to the 4 Sunnah of Thuhr. 

The narration is as follows:
عن عبد الله بن السائب، أن رسول الله صلى الله عليه وسلم كان يصلي أربعا بعد أن تزول الشمس قبل الظهر، وقال: إنها ساعة تفتح فيها أبواب السماء، وأحب أن يصعد لي فيها عمل صالح. رواه الترمذي، وقال: حديث حسن غريب

The defining mark of the Ahlus Sunnah wal Jama’at is that, together with accepting the Holy Qur’an as the foundation of religion, they understand the Sunnah of the Messenger of Allah (sallallahu alaihi wa sallam), that is to say his statements and his practice, to be its exposition and the elaboration of what it sets out in principle, and that whatever has not been explained in the Holy Qur’an itself is then to be found in the Sunnah. They therefore regard the Sunnah as also being an intrinsic part of religion and something that has to be followed.
