Question: 

Is a person required to make Qadha for his missed Sunnah Salaat? If not, what is the meaning of the Ibaarat in Fataawa Hindiyyah Vol. 1 Pg. 121? 

Answer: 
A person is not required to make Qadhā of his missed Sunnah Salāh. (Kitaabun Nawaazil Vol. 4 Pg. 531) 

The meaning of the following ‘Ibārah mentioned in Fatāwa Hindiyyah:
والقضاء فَرض فَي اَلفرض وَواجب فَي اَلواجب وََسنة فَي اَلسنة 
is that it is Sunnah to make Qadhā of one’s missed Sunnah Salāh in the time of that Salāh. It should also be noted that this is only regarding those Sunnah, which are to be made up later on and not all Sunnah(s).(Shaami Vol. 2 Pg. 66). This will include (1) the two Sunnah of Fajr when made up alone (without the Fardh) before the time of Zawāl (according to the view of Imam Muhammad Rahimahullah) or when the two Sunnah are offered with the two missed Rak’āt of Fardh, before the time of Zawāl, and (2) the four Sunnah of Dhuhr (that are to be read before the four Fardh).  (Shaami Vol. 2 Pg. 57-59) 
Therefore, if for example a person missed his four Sunnah(s) of Dhuhr (that are to be read before the four Fardh), and he makes them up after his four Fardh, this action of his is Sunnah. These four Sunnah will now be referred to as Qadhā according to the Fuqahā because anything that is performed after its actual time, is known as Qadhā (as the correct time to offer the four Sunnah(s) was before the four Fardh and not after). (Imdadul Fataawa Vol. 1 Pg. 397)
