Niqaab in front of non Muslim females

Question:

I would like to know if niqaab must be observed in front of non Muslim females. If yes please provide details and how come this masla is not known to many even ulama.

Is the hukam same as observing parda with males?

Penalty for Niqaab touching the face

Question:

I want to
wear my niqaab as normal in ihraam. That will be for umrah upon entering Makkah
and then a second time Ihraam for the days of Hajj. I will not manage with
those caps that try to keep the niqaab away from the face. I find it too
cumbersome.

I know that
there's a Damm penalty for niqaab in Ihraam for more than 12 hours.

I would like to find
out the following:

1. Are the feet and hands of a woman part of her awrah which needs to be
covered in front of strange men?
