Question: 

A tenant has not paid rent outstanding for 2 months due to the recent lockdown. He is Zakaat eligible. Is it permissible for the landlord to give him Zakaat, without telling him that he should ( now) use that money to pay the rent, but rather, expecting( the landlord has this ' expectation ') that he will use part of the money for himself and part towards the rent? Is that permissible?
