An existing
waqf property serves as a
madrasah for the children in the afternoon, and adult Islamic classes in the
mornings, and the hall attached is used for jalsas.

A Muslim
school wants to use the premises, can they use it free of charge or must they pay
rent?

Answer: 

If the property was donated (made Waqf) for Madrasah use only, then it cannot be passed over for the use of the Islamic school. Yes, it may let out to them at a market related rental. The trustees should refer to the trust deed for clarification on the issue.
